Evaluation work arrives with a deadline attached, and the deadline is usually short. Under that kind of time constraint, the easy move is to grade on first impressions, because working out why something is not landing takes longer than noticing that it isn't.

Experience is what closes that gap. After twenty years of building this material by hand, I am not reasoning my way to a diagnosis, I am recognizing one. That is the difference between a review that is fast and a review that is shallow.
