Make it always visible. BUT also apply the diagonal coloring - the icon in the bottom right should be blue and CTA to this block. Engagement to Interacton to Activation - the button must lead to the most valuable feature/service/product you have. On mobile make it vertical swipe...

Always visible, for me. Hover interactions are invisible on mobile, so you'd lose the personality for most of your traffic. If you are going with "Hover only", make sure to keep it only for desktop. The illustrations really completes the design here.

As a Framer designer, I'd keep the illustration visible by default and use hover to add motion or depth. It improves first impressions while keeping the interaction delightful.

Looks really clean! I’d recommend always visible and if you can, have the object animate on hover. (Maybe rotating, slowly moving)
