A quote goes out on a Saturday and nobody replies. Most of those are not lost, they are just forgotten. This sends three follow-ups on day two, four and seven, and tells you the moment somebody opens one.
Three messages, not one message three times
The first one is a short nudge. The second offers to answer questions or adjust the scope. The third says plainly that the file is being closed unless they want it kept open. Sending the same sentence three times is how you teach someone to ignore you.
When it stops
