Autos and cabs were parked around the outpost, blocking the entrance.
Used cigarettes and pan packages on the ground surrounded the outpost
A public toilet was near the outpost; - a foul smell in the air, indicating that it wasn’t well-maintained
The person in charge's desk was empty, showing no signs of work
The board wasn’t visible, and no signs were directed towards the outpost.
There was no bus stop close by, and the place was not accessible through public transport.
The outpost was situated on the side of a busy junction.

Vehicles parked in front of the outpost, primarily by Jyothi Nivas students

Operates independently by Kittur Rani Chennamma Pade
Known only within a 100-200 meter radius
Treated as a secondary police station
Majority of cases: Jyothi Nivas students, romantic interests, photo leaks, cybercrime
Usual drunk cases occur on Friday, Saturday, Sunday, and New Year

Personnel:

4 women police constables on-site, trained in counseling and providing basic first aid
The head constable (3 stripes) was not present when we arrived was on routine duty during that time

Shift 3(Weekends): 8 PM - 2 AM
The most active outpost is Koramangala OP due to nearby pubs.
Outposts: 5 in total, with 3 currently operational.

Facilities:

Basic Amenities: Four beds, first aid kit, well-maintained toilets.
Issues: No water in the water can, no sanitary pads, unclean washbasin, and no tap water.
CCTV: 2 functioning cameras, one taped for victim privacy in the room with beds.
Informational Signage: None within a 100m radius.

Victim Support:

Victim Demographics: Mostly under 25 years old, majority from Jyothi Nivas College dealing with romantic interests, photo leaks, and cybercrime.
Confidentiality: Victim details are not available to maintain confidentiality.
Training: Staff trained in counseling and first-hand care, basic self-defence tactics.
Incident Frequency: Common incidents include drunk cases on Friday, Saturday, Sunday, and New Year's.

Safety: Felt very safe and hopeful that her problem would be solved.
Ease of Access: Found the OP very easy to access. Her husband brought her there.
Confidence: Confident that the OP will solve her problem.
Support: OP staff assured her that they would keep her information safe and support her from the court side if needed.

Actions Taken by the OP:

Record Keeping: Took down her details in the logbook.
Future Steps:
If her husband causes further issues, they will take her case to the station.
Assured her of their support in dealing with the problem legally.
Offered to speak with the owner regarding the issue.

3. Kengeri Satellite Bus Stand

General Observation:

Current Status:
The outpost has been locked for months and is non-functional.
No Women Police Constables (WPCs) are posted.
There is no point of contact (POC) for the outpost.
Condition and Maintenance:
Equipments are new and still wrapped in plastic covers.
The place has not been cleaned for a long time.
Cigarette butts and paan spits are all over the place.
Location and Accessibility:
Located right on the road, making it unsafe for pedestrians.
Accessible by bus and metro.
Situated almost on the ramp where buses from Kengeri TTMC come and go, causing overcrowding.
Local Feedback:
BMTC staff and a nearby vendor reported never seeing any WPC or police personnel since the installation of the outpost.

Summary:

Despite being in a busy and accessible area with all the equipment intact, the outpost is non-functional, lacks maintenance, and has no posted personnel or point of contact.
4. Bangalore University, Jnanabharathi Out Post

General Observations:

Operating Hours:
Opens at 10 PM and closes at 6 AM.
No Women Police Constables (WPCs) were present; 4 male PCs come for night rounds.
Current Status:
WPCs stopped coming for the past month.
No people seeking help come in because it stays closed in the morning.
Was fully functional with 3 WPCs before 1 month.
Condition and Maintenance:
The outpost is clean with all amenities intact, as seen through the window.
The surroundings are also clean.
Location:
Next to a local eatery.
Located in a residential area away from the university, very difficult to locate.
Local residents are aware of the location but not its function.
Challenges in Locating:
Took two days to locate the outpost.
Initially informed it was inside Bangalore University campus but found out it was vacated due to misuse as a garbage can.
Confirmed location with the help of locals and a WPC near the police station.

Summary:

The outpost opens only at night, with no WPCs currently posted. The facility is clean and well-maintained but difficult to locate and underutilized during the day. Local residents know its location but are unaware of its current function.

The outpost has been locked currently and is only functional for 2 days a week, from morning 10 am to evening 6 pm on weekdays.
1 or 2 women personnel usually reside in the op
Condition and Maintenance:
Equipments are new and still wrapped in plastic covers.
The place has not been cleaned for a long time.
location and accessibility:
Located right on the road, next to the bbmp park which makes it very easy to spot and seek help.
It is next to a public toilet which makes it a little inconvenient to women to access the op.

A nearby store keeper informed us that the police personnel told them that op is not yet completely established and that it will soon start to fully function.

Initially mistaken by locals as a public washroom until clarified by police.
Staffing:
No staff present or permanently stationed when visited.
Initially had a pregnant WPC in charge, who stopped coming 3-4 months ago likely due to post-pregnancy.
No permanent personnel stationed currently.
Local Feedback:
Vendors (Nandini booth shopkeeper and a local vegetable vendor) reported the outpost has been installed for 8-12 months.
Low to no cases reported over the months, likely due to lack of awareness.
The outpost is in a residential area with comfortable and sophisticated residents, reflecting the lack of cases.
Measures by the Police:
Police frequently patrol the area in their Hoysala vehicle, ensuring local safety.
Vendors observed police visiting every now and then for patrolling.

Summary:

The outpost is in a clean and visible location with well-maintained equipment but lacks permanent staffing. Initially mistaken for a public washroom, locals only became aware of its true function after asking the police. Low reported cases may be due to a lack of awareness and the nature of the residential area. Police patrol the area regularly, ensuring safety for the residents.

Location and Condition:
Outpost was closed upon arrival.
Located in the middle of the road, surrounded by garbage, creating a breeding ground for mosquitoes and diseases.
Equipment inside was intact, but there was no CCTV camera.
No proper entrance and situated in a dangerous location, vulnerable to traffic and road-related accidents.
Minimal safety precautions maintained.
Staffing:
According to a local shopkeeper at Shanthinagar Bus Stand, 2 lady homeguards are posted at the outpost.
Homeguards take frequent breaks during their shifts.
Keys to the outpost are not carefully deposited at the nearby police station but handed over to the shopkeeper for safekeeping.
Local Feedback:
Local shopkeeper mentioned that the outpost is moderately functional with frequent police patrolling.
Enquiries with a bus conductor and a local resident confirmed these details.

Summary:

The outpost is located in an unsafe and unsanitary area, with garbage accumulation posing health risks. Despite being moderately functional and equipped inside, it lacks CCTV surveillance and proper safety measures. The outpost is staffed by 2 lady homeguards who take frequent breaks, with the keys irresponsibly handed over to a nearby shopkeeper. Frequent police patrols ensure some level of functionality and safety. However there were several cabs parked behind the outpost, highly questioning the safety of victims.
8. Near Banappa Park, Halasur Gate

General Observation:

Location and Condition:
Installed on a pavement/footpath with an open sewage connection to the bathroom, making it unfit for use.
No water connection available.
Surrounded by men engaged in smoking or ogling, creating an unsafe environment.
Despite being unhygienic and badly maintained, it is in a prime location near Halasur Gate Police Station, St. Martha's Hospital, Corporation Circle, and a busy bus stop easy to locate.
Facilities and Equipment:
No proper materials available for first aid, only contains cotton and Dettol.
No CCTV cameras.
Beds are intact.
No sanitary napkins.
Staffing:
A lady home guard is posted but has no training in counselling, or regarding the functions of an outpost.
Previously worked with Traffic Police in KR Market.
Approachable and friendly but lacks professionalism.
Receives instructions from a supervising officer (SO), whose position keeps rotating.
Has been posted for just over a week.
Not aware of any language other than Kannada.
Local Feedback:
Chaat shop owner placed near the outpost wanted to use the washroom but was told there was no water.
Shop owner has to go far inside Cubbon Park to find a washroom, which is unsafe.
Previous home guard was unapproachable and made a fuss, leading locals to avoid seeking help.
Incident reported where a woman couldn't change her pad due to the outpost's conditions and had to search for a distant washroom.
Case Handling:
No cases recorded in the logbook except for people asking for addresses or miscellaneous info.
Last recorded case: 17.09.2023, Victim: Rekha, regarding family disputes, handled by WPC 21302 with no follow-up.

Summary:

The outpost, though placed in a prime location, is unhygienic and badly maintained with no water or proper sewage connection. The environment is unsafe due to the presence of men loitering around. The lady home guard posted there is untrained, overly casual, and lacks professionalism. She receives rotating instructions from different supervising officers. The outpost has minimal first aid supplies and no recorded follow-ups on cases. Local feedback highlights the lack of accessible washrooms and the unapproachability of previously posted staff.

Was told that she has been trained for 1 year as a home guard, where she was taught Weapon Training, basic drills, etc.
And another 3 months before getting posted in the OP where she was taught how to deal with rape victims, basic first aid, communication, etc.

Operational Details: no

Opens at 9 and closes at 5PM
No shift based system, one home guard is posted throughout the day.
Current Status:
Open throughout the week and is functional.
Informed that the number of cases is low due to it being a commercial place and most of the cases are directed to the police station.

We were informed that all incidents were recorded in a register but since it was filled and deposited at the police Station it couldn't be found when visited we could only contact a single victim listed in the new register book.

13. Malleshwaram Outpost near Malleshwaram Govt PU College

General Observations:

Location and Accessibility:
Good location, clean surroundings, and near a college.
Accessible by public transport.
Facilities:
No CCTV cameras.
There is a water connection, but it is not working.
No cleaners.
Staffing:
WPC Nazima, aged 32, with a BCom degree and 5 years of service.
Rotational basis daily, new people every day.
No prior training.
Operating hours: 9 AM to 7 PM, closed at night.
Can speak Kannada, Hindi, and English.
WPC in charge is pregnant and facing difficulties managing without proper facilities.
Incidents and Cases:
Typically handles groping problems and money issues.
Receives 1-2 cases per week, with most people going directly to the police station.
Women conductors and students sometimes come to rest.
Most incidents involve arguments between college couples; serious cases are followed up by Malleshwaram Police Station, while petty issues result in warnings.
Beneficiary Information:
WPC was hesitant to share beneficiary details and kept the register book hidden.
She orally mentioned a recent visit by a lactating mother needing to feed her child.
WPCrequested assistance with the water connection issue but did not receive a helpful response from the SHO.
Additional Information:
Water Connection Issue:
The outpost has a water connection, but it is not functioning, making it difficult to maintain hygiene and provide basic amenities.
WPC Nazima, who is currently pregnant, struggles to manage the outpost without a functioning water supply.
The lack of water connection affects the usability of the facilities, making it difficult for both staff and visitors to meet basic needs.
Lack of Support:
Despite requesting help from the SHO to address the water connection problem, WPC Nazima did not receive a supportive response. The SHO asked her to sort it out herself.
This lack of support from higher authorities exacerbates the operational challenges faced by the outpost.
Hesitance in Sharing Information:
WPC Nazima was reluctant to share beneficiary details, indicating a possible issue with transparency or data management.
She was very protective of the register book and did not allow it to be examined, except to mention a recent visit by a lactating mother orally.

Summary:

The Malleshwaram outpost, while well-located and accessible, faces significant operational challenges due to a non-functional water connection and lack of cleaners. WPC Nazima, the officer in charge, struggles with these issues, particularly as she is pregnant and lacks support from higher authorities. The outpost primarily handles minor cases related to groping and money issues, with most serious cases referred to the main police station. The reluctance to share beneficiary information and the protective attitude towards the register book suggest potential issues with transparency and record-keeping.

OP was easy to locate and was placed in a moderately commercial area.
The OP did not seem like it was in use since there were a lot bikes parked around it.

There was a hospital in close proximity.
The Op is not accessed by many people since the area was a residential one and the people would directly visit the police station rather than coming to an OP for help.
