Research Report - NRC Evaluation

Bethany Smith

For this project I led the research design, data collection, and analysis for this U.S. Department of Education evaluation examining how Title VI-funded National Resource Centers (NRCs) implemented the statutory requirement to promote diverse perspectives in international education. I performed data cleaning, descriptive analysis, and thematic coding of qualitative responses. I also synthesized findings across data sources to identify trends in how NRCs defined diversity, the strategies they used, and how they engaged different audiences. From this analysis, I produced publication-ready data visualizations and co-authored a full report with actionable insights and recommendations for the NRC program.
The study concluded that all grantees met the statutory requirement, though with wide variation in approach. I identified key challenges—such as the lack of clarity in the federal guidance—and provided actionable recommendations, including offering better examples in application materials and reaffirming support for academic freedom.
This project highlights my ability to translate complex qualitative and quantitative findings into relevant insights and communicate nuanced recommendations to clients.
