ECDC TESSy

The European Surveillance System (TESSy) is a highly flexible metadata-driven system for collection, validation, cleaning, analysis and dissemination of data. Its key aim is to provide the basis for high quality data analysis and interpretation to provide evidence for public health action. All EU Member States (27) and EEA countries (3) report data on communicable diseases to the system. TESSy was launched in 2008 and, apart from routine surveillance, it has incorporated all the data collection systems that were in place for the Dedicated Surveillance Network (DSN) projects and now provides experts with a one-stop-shop for EU surveillance data. Prior to May 2005 when ECDC was established, there were 17 DSNs that collected data on a variety of diseases but also using different file specifications.

HelicsWin.net

HelicsWin.Net is a software application developed for the manual entry of data of the Healthcare-Associated. HelicsWin.Net enables local users, typically in a hospital, to collect surveillance data at the hospital and ward levels; these data are stored internally by HelicsWin.Net, but the data can be exported to other applications in a variety of formats, including formats compatible with Microsoft Access (.mdb) and Microsoft Excel (.csv). For nominated representatives of the EU Member States only, a TESSy compatible format is provided to facilitate the importation of data to The European Surveillance System (TESSy) database.

External service provider’s roles & responsibilities in the project:

Business analyst, product owner and project manager for a set of products/projects: The European Surveillance System responsible for collecting, storing, and disseminating surveillance data on communicable diseases at the European level.

The new implementation of the European Surveillance System (focusing on COVID-19 disease). HelicsWin.net responsible for collecting information for healthcare-associated infections in hospitals.

Threat Reports Mobile Application which gives direct access to key updates and reports on disease threats of concern to the EU.Interact Portal which acts as the central portal that supports Member States, Committees and working groups of ECHA in their tasks related to the REACH process.

Main activities and responsibilities: Manage projects throughout the life cycle, within agreed parameters of cost, timescales, and quality.

Propose for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow ups. Ensure that results, deadlines, budget and resources are met.

Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference. Monitor timescales and resources used, and take action where these deviate from agreed tolerances.

Manage the change control procedure. Guide the internal agreement between the IT department and the business.

Visualize processes & system flows while defining company procedures & processes. Identify the stakeholders, elicit, gather, document and validate their requirements.

Collaborate with the software architect to build the future system’s high level design. Plan the business analysis process, analysing and modelling the requirements.

Demonstrate the delivered functionality.
