With a record-breaking 17.78 million international visitors flocking to Japan in the first half of the year, the country is considering innovative pricing strategies to balance local and tourist interests.
In Hokkaido, renowned for its stunning landscapes and winter sports, local leaders are proposing a dual pricing system. This initiative, planned for a trial run this autumn, aims to offer discounted rates to locals to prevent them from feeling sidelined in their own favorite destinations. The goal is to ensure that Japanese residents continue to enjoy popular spots like Niseko without feeling squeezed out by the influx of tourists.
Meanwhile, in western Japan, the historic Himeji Castle is contemplating a dramatic price adjustment. The castle's mayor, Hideyasu Kiyomoto, suggested that entrance fees could jump from 1,000 yen ($6.44) to around $30 for international visitors, while residents might pay just $5. This potential increase, driven by concerns over visitor impact and preservation, comes as the castle prepares to handle a record number of tourists.
In Osaka Prefecture, officials are exploring similar measures to manage the impact of tourism on their infrastructure ahead of the 2025 World Expo, although the idea has met with some resistance.
While dual pricing for tourists is still a novel concept, it’s not without precedent. Some local hot springs and attractions already offer reduced rates for Japanese residents. Additionally, a recent survey found that over 60% of respondents support differentiated pricing for foreign visitors. For example, Tokyo’s Tamatebako restaurant, which offers a buffet, charges international guests 7,678 yen ($49.30) compared to 6,578 yen ($42.24) for locals.
Japan's efforts reflect the growing need to manage the post-pandemic tourist boom while ensuring that local residents can still enjoy their own country’s treasures.
