THE WORKFLOW PROBLEM
The synthetic brief and review log describe feedback split across separate artifacts and an implicit final-approval state. The evidence does not establish frequency, delay, audience impact, or whether a new tool is warranted.

One visible review state: Associate each draft version with one review state and one review record. This is a design proposal, not proof of faster production.
Human approval before scheduling: Require a recorded human decision before a release can be scheduled. This does not automate or replace editorial judgment.
