What it does. GESTIA brings municipal and departmental operations together in modules for management, documents, decisions and control: Social Assistance, Treasury, procurement (UOC), files and records, plus an executive control center.

Agent layer. Area assistants query system data through scoped tools, analyse files and processes, detect pending matters and help prepare actions or documents. A follow-up agent watches deadlines and escalates only what becomes important.

Control. Permissions, traceability and an audit log on every step. The system assists; it does not decide: a person approves every sensitive action, and no legal or administrative decision is automated.

Status. Demo / pre-production: no institution uses it in production today. Stack: workflow engine with states, hash-versioned documents, roles, LLM agents with scoped tools, containers with CI.
