Azure Boards DevOps Scripting

In this project I need to create a rule in azure board regarding devops that i need to create some rules using azure functions with the help of pipelines to automate the work flow in the boards work items. Therefore i have to implement a rule that unti child items are not closed a user not able to closed parent such type of rules is not available in the ADO. I need to create that rule with the help of Azure pipelines to implement a azure logic app to work like that
