WordPress Architecture: Travis County Water District 10 | Public Utility Platform
Travis County Water District 10 is a critical public utility infrastructure providing essential water services to the City of West Lake Hills and its surrounding Texas communities. Operating under strict regulatory transparency, their web presence serves as a high-stakes communications hub for local residents, property owners, and public officials who depend on immediate access to public data, safety alerts, and utility governance.
The primary objective of this project was to translate multi-tier municipal information requirements into a clean, highly accessible, and performance-optimized utility platform. Moving completely away from bloated, standard templates, I was tasked with engineering a custom-built WordPress architecture that prioritizes instant access to public safety, clean data layout, and administrative simplicity.
To bridge the gap between heavy municipal documentation and a lightweight, user-friendly portal, I engineered a bespoke WordPress framework from the ground up.
Dynamic Backend Infrastructure: Utilizing Advanced Custom Fields (ACF) combined with custom PHP, I developed a rigid, secure, and intuitive backend environment. This enables district staff to seamlessly publish critical public resources—such as board meeting agendas, financial transparency reports, and real-time latest news alerts without any structural technical friction.
Community-Centric Frontend Design: I utilized semantic HTML5, clean CSS3, and vanilla JavaScript to deliver a lightweight, fully responsive interface. The structural hierarchy allows residents to immediately execute critical tasks—such as requesting new utility service, registering for emergency robocalls, or accessing water conservation rebates flawlessly across all modern device viewports.
Performance & Accessibility Optimization: I focused deeply on front-end asset optimization and minimal code overhead. This ensures that the platform remains lightning-fast, guaranteeing that high-traffic public health warnings, winter weather tips, and safety pages load instantly under any localized network condition.
