Lloyd Commons: Civic Redevelopment Strategy

Lloyd Center is a 29.3-acre transit-served site with 2 light-rail lines. As a demolition path advanced for its civic core, key questions about the reuse potential of 2.4 million square feet of parking structures remained unresolved in the public analysis.

The assignment was to turn a broad public concern into an actionable body of work: one that could connect land-use criteria, financial feasibility, design intent, and a practical path for institutional decision-makers.

Strategic amendment: a 29-card document combining civic proposal, legal analysis, financial case, and design argument

Financial model: a 17-tab workbook with a 73-assumption register, testing a $179.3M base-case project cost against $127.2M in assembled capital and identifying a $52.1M gap

Land-use analysis: an approval-criteria crosswalk focused on 2 substantial-evidence questions, H.10 phasing feasibility and 6.LD-1 demolition-phase waste

Alternative development framework: renderings for a retained civic core, year-round public market, rooftop commons, and district-scale buildout

Ownership analysis: counterparty research based on SEC filings, translated into a usable public-facing strategic frame

Nonprofit operating infrastructure: bespoke project-management tools to support the emerging Lloyd Commons organization

Served as strategic lead across research, financial and narrative synthesis, content development, nonprofit formation, and internal systems design. Worked alongside separate leads responsible for coalition engagement, social media, and outreach.

The July 8, 2026 appeal was denied. The resulting work remains part of the public record and established a rigorous evidence base for the alternatives examined.

The engagement is now in Phase 2: building Lloyd Commons as a nonprofit and developing the acquisition, renewal, and presentation materials needed for the next stage of work. Lloyd Commons and Save Lloyd Coalition are separate organizations with related missions.
