Queuing at the cashier is one method to order food when customers eat on the spot, apart from that there is another method the waiter comes to the buyer's table and write down the order for them. Each of these two methods has its own weaknesses, queues at the cashier because customers have not yet made their choice or the payment process takes a long time, and if the waiter comes to the table it means a lot of server is needed to handle many customers so that customers don't wait long.
