The Health and Welfare Committee Meeting on June 6, 2021    
    The meeting focused on House Bill 372, which Representative Freeman filed. It was the first municipal bill to be listened to in a state committee meeting in the last twelve years. The bill would authorize an increase in fines in the city of New Orleans for frequent violators of the municipal building code ordinances and regulations. The violators are given enough time to correct their mistakes before being fined. The House discussed the bill from 0:08:45 to 0:33:15. Senator Luneau disagreed. He questioned why New Orleans often has different rules than other cities within the state. Senators Barrow and Boudreaux also disagreed with the bill. They both believed a fine of up to five hundred dollars per day would attract significant objections. The bill was differed.
     The meeting also discussed SR 137 by Representative Cathey, who requested the Senate approve COVID-19 vaccination in educational institutions, including kindergartens, colleges, and universities. According to Representative Cathey, vaccines such as measles, tetanus, and polio have been legislatively approved. To approve COVID-19 vaccines in schools, legislation must be passed through the Ministry of Health. The bill was reported as fair and had no opposition.
      Other bills, such as HCR 103 by Representative Duplessis and HCR 112 by Jones, were also presented and passed. Bill HCR 103 was concerned with treatment plans for maternal health and depression. HCR 112 required “the Louisiana Department of Health to establish a pilot program to increase prostate cancer awareness in education” (0:6:22-0:7:10). Senator Mills stated that it was the first time the House discussed a bill on prostate cancer. He also highlighted that prostate cancer was devastating for men. Senator Barrows further acknowledged the prevalence of prostate cancer cases among African American men.
