The deliverable separates symptoms from the failure chain. It maps repository and deployment ownership, access gaps, build reproducibility, release risk, testing gaps, delivery controls, and decision ownership. It then turns those findings into the first 72 hours, a ranked recovery backlog, explicit exit gates, and a stop, stabilize, or continue recommendation.
This format is useful before committing to a larger rescue engagement because it establishes what is recoverable, what must stop immediately, what evidence is missing, and which decisions must be made before implementation resumes.
