nhtsa-edge-api: offline VIN decoder on Cloudflare Workers

An open-source (MIT License) Cloudflare Worker that decodes VINs (Vehicle Identification Numbers) offline. A TypeScript port of NHTSA's (National Highway Traffic Safety Administration) own decode function runs over the official monthly vPIC (Product Information Catalog and Vehicle Listing) data. Each data update is gated by a field-by-field comparison of 1,000 VINs with the live vPIC API (Application Programming Interface) and checked against NHTSA's own SQL (Structured Query Language) functions.
