Pearl OS is a governed multi-agent operating model: agents can research, coordinate, test, and assemble evidence, but they do not take authority at consequential boundaries.

The operator remains responsible for mission direction, permissions, risk acceptance, production releases, rollbacks, and safe-mode decisions.
