Most businesses instinctively choose the first option, chasing volume. The math usually favors the second: 100 visitors at 8% conversion outperforms 100 visitors at 1% conversion, and you need less traffic dramatically (and often far less competitive effort) to get there.
This is the calculation that should drive keyword prioritization, and it rarely gets made explicit. Volume is visible and easy to screenshot into a report. Intent-driven conversion potential takes more judgment to assess, which is probably exactly why it gets skipped.
Genuinely asking: When you're choosing between keywords, which one do you actually optimize for: the bigger number or the better-fit one?
