Option A for me. The dark neon version pops harder in a busy feed and the headline reads faster. B feels friendlier but blends in a bit more.

Dark makes the logo pop out more
I'd go Story first. When the moment is fresh you want to type right away, tags and details can come after. Would the second screen work better as an optional step after saving?
