I built a small offline Google Ads search-term review tool around that constraint:
• CSVs stay local in the browser • repeated 2–3 word patterns are grouped for review • existing negatives are marked • possible overlaps with active keywords are flagged • only manually selected, conflict-free rows are exported • nothing connects to or changes an ad account
