I would say both can be the case, for the person who don't know what effect would look good ( for example, many times clients demands several effects to see before they go live), in that case Gen effects are really helpful, just drop the style image and briefly describe the...

That example makes the split clear. Trying one effect in each node lets you see what each change adds before stacking them. The style image also gives someone a practical place to start when they are not sure what effect to ask for.
