PostgreSQL Deployment Fix and Optimization

I helped James with a deployment issue over on Replit.com. His PostgreSQL database was working locally, but when deploying it, he ran into a plethora of issues Agent couldn't diagnose, much less solve.

I stepped in, took some diagnostics, and found the issue in under three hours. I then used least-permission scripts to evaluate different solutions, then picked the most efficient one. I then migrated the databases, verified them, and then wrote a script to help fix future deployments, with a total turnover time of under two days.
