TRAI issued Consultation Paper on "Leveraging Artificial Intelligence and Big Data in telecommunication sector" on 05th August 2022. In response number of inputs from various stakeholders was received. TRAI after analysis of responses floated Recommendations on Leveraging Artificial Intelligence and Big Data in Telecommunication Sector, where, TRAI defines AI as “A set of widely different technologies aimed at approximating some aspect of human cognition and learning to mimic the problem-solving and decision-making capabilities of the human mind leveraging on Machine Learning (ML) and modern data techniques”.

TRAI explains risks associated with AI as bias, lack of explainability and accountability, AI surveillance around the world, and disinformation therefore recommending that Government should immediately frame a regulatory framework to regulate AI in India. TRAI defined principles of a Responsible AI as i) Inclusive growth, sustainable development and well-being, (ii) Human-centred values and Fairness, (iii) Transparency and Explainability, (iv) Robustness, Security and Safety, (v) Accountability. Further recommends that these principles should hold for AI system lifecycle viz. design, development, validation, deployment, monitoring and refinement.

TRAI recommends to setup an independent statutory authority “Artificial Intelligence and Data Authority of India(AIDAI)” which will ensure development of responsible AI in India with various legal instruments and educational programs. This body will also act as apex body to issues related to data digitalization, data sharing, and data monetization.

TRAI recommends a multi stakeholder body comprising of members from various ministries, academia, industry, cybersecurity expert should be set up as an advisory body to AIDAI.

For further development of AI in country, Government should leverage resources from all ministries and state governments to set up Institutions and academic courses for development of AI and propagate ethics associated with AI as part of curriculum of technical education.
