Learning Platform Enabling Statewide Training and Certification for Educators 

Business Overview

The Wyoming Instructional Network (WIN) is an online platform dedicated to supporting educators, school administrators, and instructional staff across Wyoming. It provides a central hub for professional learning, resource sharing, and collaborative training, awith courses, certification programs, and instructional materials accessible to educators statewide. By streamlining access to high-quality learning content, WIN enhances the professional growth of educators and strengthens instructional outcomes for students.

Problem Statement

Before the development of WIN, professional learning opportunities for Wyoming educators were fragmented across multiple agencies and districts. Educators often struggled with inconsistent access to training resources, difficulties tracking certifications, and a lack of centralized communication. The state required a single, user-friendly platform where educators could access training, track professional development progress, and collaborate effectively—ensuring compliance with state standards while supporting career-long learning.

High-Level Solution

We delivered a centralized digital learning management platform that consolidates training resources, certification tracking, and communication into one streamlined system. The platform enables educators to register for courses, complete online learning modules, track professional development credits, and receive certifications—all within a secure, state-managed environment.

Technical Implementation

Our engineering team built the platform from the ground up to serve both administrators and educators. Role-based dashboards were implemented: administrators can upload courses, manage certifications, and track statewide participation, while educators can browse resources, register for programs, and view their progress in real time.
The platform was integrated with Single Sign-On (SSO) to allow district-wide access using existing educator credentials, minimizing barriers to entry. A course management system was developed, supporting self-paced modules, instructor-led sessions, and hybrid formats, with attendance tracking and automated certificate issuance. For live training, Zoom/MS Teams integration allowed seamless scheduling and participation.
Finally, the system was optimized for scalability and reporting. A statewide analytics dashboard was implemented to help administrators evaluate participation trends, identify areas for improvement, and ensure compliance with state requirements. AWS hosting provided reliability and security, while CI/CD pipelines ensured smooth feature rollouts. Collectively, WIN became a centralized, future-ready instructional hub for educators across Wyoming.
