Nobody decides this. It just happens, and it usually happens in favour of whoever the founder used to be.
A homepage should answer three questions before the visitor does any work. Which of these people am I? What does this do for me specifically? What do I look at to know it's real?
Try it on yours. Can a reseller tell in two seconds the page is for them and not for the enterprise buyer?
Can a developer find an endpoint before they find a testimonial?
Does the person signing the invoice see a number that means anything to them?
If it's no to all three, you don't have a copy problem. You have a page designed for one reader and shipped to three.
