I'd say the expressive one.
Obviously the expressive one, and the biggest reason is, IT"S DIFFERENT as when we think of a company building the intelligence layer for cities we always imagine it in the operational way therefore this different approach will surely help the brand to stand out, the issue will...
Both great, but i'll go for Expressive

I'd vote Expressive! For a SaaS brand, having that editorial, human feel can really stand out. Operational works, but expressive builds deeper connection.
