Users won't notice your design system until buttons start behaving differently across pages. Then, they'll feel that something is off. And that's where trust issues begin. Once trust is broken, recommending the product or service becomes unlikely. This is probably where most products fail. So I don't think there's anything wrong with prioritizing the design system.
