I don't think a simple vid like this is enough to be a distraction, it'd have been a distraction is if there was a lot going on there.
That said, I'd go with the second one but with a little adjustment: a centered header (not too big/wide) with completely rounded ends, and a solid white fill rather than opaque.

I actually like the second. Feels more immersive
The second one is definitely strong, but it feels like everyone’s doing the full hero video background these days. Video block caught my attention since it felt like a breath of fresh air. It also seems like it would translate better to mobile.
Usually I wouldn't go for images or videos as backgrounds except when they're captivating and the texts contrasts with no extra overlays. This video nails both.
