Hybrid Warfare Never Stopped. Most People Just Stopped Recognizing It.
The hybrid warfare ecosystem documented in this report did not emerge in 2022. It was constructed over more than a decade in plain sight, across social platforms and dark web forums simultaneously and what the world observed when it finally became visible was not a new capability. It was a mature one.
Three findings underpin this assessment. First, the networks, the financial infrastructure, and in several cases the same actors active in the earliest phase of this ecosystem's construction remain operational today. They were never dismantled. Platform migrations, evolving cryptocurrency flows, and AI-assisted content production changed their tools. Their architecture did not change.
Second, the boundary between state-directed operations and criminal ecosystem activity is a deliberate legal fiction maintained by both sides. In the ecosystems this analyst monitored, state interest and criminal capability did not intersect occasionally. They grew together ideology providing motivation and cover, criminal infrastructure providing financial capacity and operational reach, state proximity providing protection and eventual direction.
Third and most consequential for the current threat environment the human population targeted by influence operations is measurably more susceptible today than at any prior point in the observation period. The grievances being exploited are real: documented economic disparity, institutional trust deficits accumulated over years, and the lived experience of populations who have been promised integration and received its uneven distribution. The operation does not manufacture this anger. It finds it, validates it, and directs it. Addressing the technical layer of influence operations without addressing the human conditions that make them effective is not a defense. It is a delay.
The dark web dimension of this threat provides an early warning layer that surface platform monitoring cannot replicate. What activates on TikTok in weeks is assembled in underground forums now. The intelligence gap that allows most operations to achieve surprise is not technical. It is the absence of monitoring where the preparation is occurring.
