I think the water is better at communicating the calm and consistency the user is striving to feel, while the waves are better at communicating the lack of consistency they may currently feel. The water is aspirational, the waves are reflective (pun intended lol)

Water. For mental health UX, the inward spiral metaphor lands deeper than the outward burst. Waves feel like an alert; water feels like a witness. Also — a depressed user looking at the screen at 2am isn't seeking energy, they're seeking permission to slow down.
