I think that's bad advice.
The real question is:
Would you still want that backlink if Google didn't exist?
If the answer is no, it's probably not worth building.
The best backlinks usually come from websites that:
• Are trusted in your niche • Have real readers, not just SEO metrics • Can actually send referral traffic • Strengthen your brand—not just your rankings
I've seen businesses chase hundreds of links and see little impact.
I've also seen a handful of relevant editorial mentions outperform hundreds of low-quality backlinks.
Quality scales. Spam doesn't.
