A vector file is an infinitely scalable file that uses mathematical formulas to create the artwork. This allows the artwork to be made very small or very large without worrying about its resolution. A PNG and a JPG are raster images that are made up of pixels (hence pixels per inch or PPI). These file are useful to have but can only be made so large before they begin to lose quality. A PNG typically has a transparent file which is useful when layering images on top of one another and a JPG has a white or colored background.
PPI or pixels per inch is a reference to how many pixels per inch there are in an image. The PPI is also called resolution. The higher the resolution of the file, the better quality the image will be. Typically, images should be at least 300ppi to ensure optimal print quality.
Your brand guidelines will detail the minimum size you can make your logo while maintaining legibility.
I'll be happy to work with you on a solution!
