Clarity on the Business Results you want to achieve.
Clarity on how the results will be achieved. Generally, user behaviour.
Define what information (user behaviour) needs to be measured to determine if on track.
Define what action must be taken for values or range of values of what is measured. This is how actionable insights are achieved!

Audit existing setups and identify issues that need to be rectified.
Install Google Analytics 4 (GA4) and marketing tags (Eg Meta Pixel).
Implement tracking defined in measurement plan.
Implement Conversion tracking (See section below).
Custom events.
Google Tag Manager Server Side tracking.

- Troubleshoot conversion tracking issues to ensure data is as accurate as possible.
Purchase/Ecommerce tracking.
Leads (form submissions) tracking.
Google Ads conversion tracking.
Facebook Ads conversion tracking.

All other marketing tags conversion tracking.

Audit Google Analytics 4 setup to determine what needs to be done to ensure proper data.

Reports and Explorations if you prefer not to use Looker Studio, or for capabilities that Looker Studio does not have such as Path Explorations.
